YOUR ELECTRIC CAR: GREEN EMERGENCY POWER?

Here are some quick questions perhaps some economists can answer. How much personal or business income is lost, and not recovered, each year because of bad weather? How much business productivity is lost when inclement weather keeps employees at home instead of work? How much money do businesses lose each year when the weather-related events, such as power outages, keep doors closed.

In the tens of billions of dollars? More?

The loss of electricity is probably high on the list of reasons people can’t get to work and businesses can’t open their doors. It seems ridiculous that there should be disruptions to peoples’ lives and the operations of businesses because nature, or man, has caused the lights to go out.

Everyone could use some kind of back-up or emergency power. The choices now are minimal: fossil fuel powered generators or big battery packs are about it. But now in new car showrooms there’s a new possibility: Electric vehicles. The battery pack of an electric car or plug-in hybrid, or the power generating capability of an extended range electric car could be a source of emergency power.

I’m not going to count the kilowatts and kilowatt hours for this story to illustrate that this idea is feasible. A refrigerator, for instance, requires a fraction of electricity each hour compared with the electricity needed to propel an electric car for an hour. There’s plenty of power stored in a battery electric Nissan Leaf, Ford Focus Electric, Ford Transit Connect Electric etc, etc, to provide the necessary power for an average home or micro-business for many, many hours. (Necessary power might mean running the fridge and some lights.)

While a fully-charged battery electric car would be a GOOD source of emergency electricity, an extend range electric vehicle, such as the Chevy Volt, would be GREAT source of emergency power. With the Voltec drivetrain technology, the Volt with its built-in gasoline-powered generator (its genset) has enough power generating capacity to power a cluster of homes or small businesses for many hours, and with refueling, provide power indefinitely. The battery pack in the car would provide a long period of emission free electricity as well.

Consider this to illustrate the electricity generating capacity of the Volt: A typical gasoline generator with an output of 5500 watts employed to run some lights, a sump pump and a refrigerator might have a gasoline motor of 8 -13 horsepower. The Volt has a gasoline motor of 74 horsepower driving its genset.

Currently, NO car manufacturer has suggested that their electrically-driven cars could be used for emergency or back-up power. Yet some vehicle manufacturers in the recent past have worked with some power companies in real world vehicle-to-grid (V2G) studies to prove that electric and hybrid vehicle batteries can store energy for use on the grid. So, if electricity from a big battery pack can flow to the power grid, it could certainly flow directly to a home or business.

Some modifications might have to made to both vehicle and home or business to allow the vehicle to be this source of power. For instance on the building side of the electrical connection a modification of the home or business’s electrical panel box would have to be made to be able to switch between car-power and grid power. Pure battery electric vehicles might also need some kind of limiter to control the amount of electricity drawn from the vehicle so as not to draw too much power from the battery and damage it. In the case of the extended range electric vehicle, such as the Volt, some device would also have to be developed to prevent the vehicle from being tapped for electricity while parked in a garage. Because of the exhaust from the running genset, the car would have to parked far away from the house or building connected to it. (Carbon monoxide from the car could kill if it’s run in a closed area.)

As in the vehicle-to-grid studies, the connection from car to building could be through the charging outlet on the car and charging station planted in the building. Electric vehicle owners would have to vigilant about keeping the car fully charge if bad weather is forecast.

More than home or business owners wanting emergency power, there would some support for the development of this technology from insurance companies that pay claims on damage resulting from natural disaster-related power outages.

The ability to provide ample stored electricity to a home or business might be a good reason for many to make the switch to electric drive.

New markets electrically driven vehicles might also develop if the power on board could be tapped for other purposes. As a source of emergency mobile electricity the cars might be popular with law enforcement agencies, fire departments or first responders who need to bring onsite power to emergencies.

Having plenty power available when the grid is down can’t help but peoples’ economies in a country that relies so much on the flow of energy.

In due time market ideas of Adam Smith had revolutionary impact on human thought, just now the idea of ecological economics, first formulated in 1996 by Herman Daly in his work “ Beyond growth: economic theory of sustainable development”, paves its way for a general recognition.

According to ecological economics, economic system of humanity is regarded not as a “thing in itself”, but as an open subsystem within a larger system – the biosphere of planet. Biosphere is a system, open to solar energy stream, but closed out and balanced to circulation of substances. Mankind economy, as a subsystem of the biosphere, is open for substance and energy. The economic activities of mankind is regarded by ecological economics as the creation and consumption of wealth in the process of substance’s transformation with energy use; both substance, and energy are taken from environment. The energy and the substance come back into environment by man, but in amended form – energy of chemical bond is converted in thermal energy (unsuitable for the further use) and the substance is removed from environment in low-entropic form of biomass and mineral resource, but returns in the form of high-entropic waste.

Thus, it is clear that to determine the real value of any good it’s not enough to take into account the market demand for it (i.e. its deficit at this particular time within an open subsystem – the human economy). In such an approach, the price of goods and services should include not only the costs, directly incurred by a person at their production and consumption, but also the costs of the biosphere. It is necessary to consider its cost for the system as a whole – the cost of energy and material resources, which were spent on its production (including their deficit not only for humans, but for the biosphere), and the cost of environment “services”: the disposal of waste from its production and consumption, restoration of used resources.

“Natural capital” is the key concept of environmental economy. It is based on the classic definition of capital, as the fund, which produces a stream of useful goods and services, natural capital – a fund that produces a stream of natural resources and services. So, deposits of minerals, natural populations of industrial plants and animals, freshwater pools, fertile soils and others are the main components of natural capital. In addition to useful products-resources, natural capital offers people a range of services like restore of soil fertility, photosynthesis and oxygen regeneration, the circulation of substances in nature, self-cleaning of air and water, absorb of waste, recreation services and many others.

Income from natural capital includes natural products and environmental services, when man-made capital cannot replace natural capital. Unlike classical market economy, which implies the possibility of replacing natural capital equivalent in value of artificial capital, ecological economics considers natural and human capital only partially commute and, in most cases – mutually and indispensable.

The aim of classical market economy is the full development of production through the unlimited exploitation of natural resources (the only factor that determined the consumption of natural resources, were technological limitations), and both optimal (in terms of unlimited growth of production) in the space distribution of productive forces, capital and labor. Free market, indeed, give in fairly good fit instrument for this purpose.

The purpose of ecological economics – to ensure balanced development of human society, when the needs of present generations don’t threaten the needs of future generations.

It’s known, that classical economics wanted to avoid any restrictions on production and reach its unlimited growth. Ecological economics, on the contrary, finds it necessary to start with determining the natural limits of growth, determined by the intensity of energy flow and a period of substance circulation in the biosphere. Mankind has to set maximum limits for the economy – to determine the acceptable level of environmental load (as by the exploitation of natural resources, and through the waste and pollution). Only after the framework’s establishment begins to work normal free market mechanism – only within a predetermined limit loads on the biosphere. In this case market continues to perform its inherent functions – to ensure optimal spatial distribution of productive forces, capital efficiency, promote technological progress and growth of individual welfare and so on. But all this happens only in the “quota”, as defined by current market, and the objective possibilities of the biosphere to ensure the needs of humanity as a resource and “environmental services”. The role of free market in ecological economy can be explained by analogy with the ship: defining features of the biosphere “ship’s waterline” – a level, above which ship cannot be loaded because it will drown; the role of the market is the most rational arrangement of cargo in the ship hold, within pre-specified “maximum weight”.

Transition from so-called neoclassical economics (which is essentially the same to the economy of Adam Smith, the only armed with modern mathematical apparatus) to environmental economics – prerequisite for long survival of mankind and consequently prolonged the survival of free market. If our common ship will sink, few people will benefit from the fact of successful placing of cargo in hold …

ECO-TAX REFORM: TRANSITION TO ENVIRONMENTAL ECONOMY THROUGH MARKET MECHANISMS

At basic change of attitude (that is required by replacement of classical economics to environmental) first practical steps are always the most difficult. One of the strengths of environmental economics is the possibility of enforcing its principles with market economy instruments and mechanisms.

One of the important levers, that allow to direct vector of economic development in a certain way, without direct governmental regulation, is a tax policy.

Although initially taxes performed mostly fiscal function, in modern economy they are imposed by the regulatory and incentive functions. Through the tax policy community can signal to enterprises about preferred and undesirable trends (from the standpoint of the common welfare): by reducing taxes to stimulate the industry recognized “more socially useful”, and vice versa, by increasing the tax burden to warn the companies, whose activities harm the public interest, about requirement to change.
For the majority of people it’s quite clear and even obvious that increasing of the job’s number and increasing of wages is a positive effect for society, while the depletion of natural resources and environmental pollution is a negative phenomenon.

However, analysis of tax systems in the most countries of the world shows, that main base of taxation is identical everywhere: it is labor and salaries. Share of labor and capital taxation in total tax revenue for countries (the members of OECD) averages 62% (from 42% in Mexico to 70% in Japan and USA). However, the fate of environmental taxes, even in the widest sense of the concept (that include both fees and fines for pollution, and rent for use of resources), averages 7% (from 3,5% in the USA and 3,9% in Canada to 10,5% in Denmark and 15% in Turkey).

Thus, the current tax system in the most world’s countries is formed on the basis of an outdated worldview, when natural capital is considered as “free”. It’s obvious that such a tax structure promotes the exhaustion of natural resources and environmental pollution. However, this tax structure encourages the employers to save as much as possible at the opening of new jobs and wages, promotes reducing of job’s number, as a result – unemployment.

There is paradoxical situation: tax policy promotes phenomena, which are considered by society as dangerous and harmful, and inhibits the processes, that society considers useful. Such illogic of traditional taxation structure has led to the development of the concept of “eco-tax reform” in the countries of European Union. The essence of this reform is simple and clear: shifting of the tax burden from labor and capital to the stream of resources.

Double dividend is one of the greatest strengths of eco-tax reform. First, consumption taxation is a strong incentive to reduce consumption; taxation of resources’ stream will promote new, less resource intensive, technologies, implementation of energy efficiency measures, pollution prevention and many other things. These “environmental” benefits (which are called “green dividend”) are obvious. However, contrary to popular idea among businessmen, in the case of eco-tax reform costs “on the environment” doesn’t become an additional burden that is administratively “hanging” on the industrial sector. Since the growth of “environmental” taxes accompanied by a parallel decrease in taxes on labor and capital, generally the employer has the same cost as before, but gets an incentive to open new jobs and increase salaries. The second, social eco-tax dividend from reform has not less social value than benefits for the environment.

For the purpose of reduction of political opposition to reform, in the process of eco-tax planning they suggest to follow so-called “fiscal neutrality”, that is new green taxes implementation should be compensated by fully tax reduction on labor, and total sum of tax revenues to the state budget should remain unchanged.

ECO-TAX REFORM: EXPERIENCE OF THE EUROPEAN UNION

Currently eco-tax reform was officially completed in nine Western European countries (Denmark, Italy, Netherlands, Germany, Norway, Britain, Switzerland, Sweden and Finland). Belgium and Austria have not formally announced the implementation of economic and labor reforms, but also actually change the tax system in favor of increasing eco-taxes and reducing taxation on labor.

The scale of received dividends is quite proportional to the scale of reforms (which is very different, depending on the strength of political resistance to reform from the large fuel- and energy companies and other not interested in the reform groups; thus, in Italy as a result of the reform only 0,1% of the overall tax burden was redistributed from labor on pollution and the resources’ stream; while Denmark has reallocated “on the environment” at once 6% of the total amount of taxes).

The most notable was the experience of Germany, where eco-tax reform had brought to the state budget over 20 billion of “green taxes”. According to the principle of “fiscal neutrality” 90% of these funds were used for reducing taxes on employment and personal income, as a result – creation of 250 000 new jobs. And this – together with the direct environmental consequences of reform: reducing of carbon dioxide emissions to 2,4% (on the scale of German economy it reaches millions of tons annually), and the growing demand for environmentally friendly technologies (thus, only selling of cars on gas fuel increased by 10%).

The consequences of the reform in Denmark were reducing of the marginal tax rate on income by10%, and marked reduction of deductions from salaries to the Pension fund. During this implementation new “green taxes” (primarily taxation of emissions of carbon dioxide and sulfur oxides) compensated not only state losses from reduced tax revenues from income tax, but additionally brought more than 6 billion DKK annually.

The experience of Denmark is also interesting, because the state refunds to 30% of obtained “green” taxes. But these funds were returned only in the form of grants for implementing of energy- and resource-saving technologies, and it was an additional incentive for owners to implement environmentally friendly technologies. This practice also has been successfully introduced in the Netherlands. Great Britain was the first who introduced the tax on landfill and waste disposal and lowered the tax rate of contributions to the social insurance funds by received funds.

In general, all eleven countries carried redistribution of the tax burden, but in different scale. It was implemented a tax on consumption, especially energy, on pollution (especially emissions of substances that affect the climate), the disposal and dumping. In all the countries received funds were used to offset tax cuts to labor, first of all – taxes on income and contributions to pension funds and insurance funds. In the most of countries the part of funds was returned to the entrepreneurs in the form of target grants for energy and resource conservation. In most cases it was possible not only to comply with the principle of
fiscal neutrality, but even to increase total revenues, easing tax burden on incomes and stimulating new jobs’ creation. Eco-tax reform has proved its efficiency in practice: it was received both environmental, and social dividend.

WHO PAYS TAXES IN UKRAINE AND FOR WHAT: STIMULATION OF SQUANDERING, UNEMPLOYMENT AND “SHADOW” ECONOMY

Meanwhile, the tax system of Ukraine is still based on outdated approaches: more than 80% of revenues of the consolidated budget have only four major taxes – income tax, personal income tax, value added tax and excise tax. Apparently, the most important of them are taxes on labor and capital.

In Ukraine the tax charge on employee’s wages reaches 39%. Every day we face with the result of this fact – salaries in “envelopes”. Introducing overwhelming payroll taxes, the state damages society in double: drives significant part of payroll in the informal sector (reducing the real tax base and real income to the budget) and encourages employers to cut jobs.

However, the share of environmental taxes in the total tax revenue in Ukraine is only 3-4%. In fact, over 90% of this little sum is the royalties of mining companies for mineral resources’ mining. Actually, the “green” taxes, that is, payment for pollution, including fines, charges and energy charges for the use of expendable resources, in different years is only 0,3-0,5% of the revenues of the consolidated budget. In fact, such a tax structure encourages entrepreneurs to receive enormous profits by increasing exploitation of natural resources (as the stream of resources is not actually taxed), while minimizing salaries. There is a strange redistribution: losses, sustained by energy- and material-intensive productions are not covered by enterprises-polluters, and distributed as a burden on the society, while the profits, derived from nature destruction, settle in the pockets of harmful production owners. Actually, one of the tasks of eco-tax reform is to correct this obvious injustice through the so-called “internalization of externalities”, i.e. inclusion of the cost of damaged environment restoration (which is a burden on the shoulders of all society) directly on the value of goods of companies-polluters.

It seems obvious that in Ukraine the need of eco-tax reform is even more urgent than in EU countries. Meanwhile, they have already implemented this reform, while the votes of Ukrainian “green” economists and politicians still remain the voice in the desert…

WHAT ADVANTAGES WILL BE GIVEN TO UKRAINE BY REFORM’S IMPLEMENTATION:
WHO WILL WIN AND WHO WILL PAY FOR IT?

The main objection to eco-tax reform in Ukraine is that the implementation of taxation on pollution and exploitation of natural resources will blow to the main budget “donors” – the heavy industry and the chemical industry. In fact, the share of so-called “core industries” – electricity, steel and fuel production, is over 45% in the economic structure of Ukraine, and any “encroachment” on their profits is perceived almost as undermining of the country’s economic fundamentals.

However, having serious consideration of this issue, we have to note, that this structure of production is abnormal. “Basic” areas are so well named, because they have to be the basis for the production of consumer products – in light industry, agricultural and food industry, the technology industries and others. In modern industrialized countries the share of “basic” industries is 5-10%, everything else is a dynamic superstructure above them. Even in the structure of the Ukrainian SSR the share of basic areas was only 25%. Deformation of the national economy structure was performed in the nineties, when light industry and mechanical engineering of Ukraine came in deep decline. In that time “basic” areas managed to survive thanks to their export potential, and now export of production supports them to be “afloat”. Thus, the share of “basic industries” in Ukrainian export is over 60%. It easy to understand, that this structure of economy differs a little from the raw economics of the “third world”, but in this case not “raw” stuff is exported, but the products of the primary, the most primitive process.
Reorganization of the national economy is the long-standing need in Ukraine.
We need to increase the share of mechanical engineering, to develop its own light manufacturing, high tech and intellectual production. But public interest in the development of these industries comes into conflict with super profit export-oriented basic industries.

On what is this super-profit based? First of all, it is based on excessive and unpunished exploitation of natural resources and “free” environmental services. The researches spent by the experts of Professional Council on Productive Forces of Ukraine showed, that profit of Ukrainian enterprises is proportional to their consumption of energy and resources. Such industries as mining, petro-chemical and metallurgical have the best profitability indexes, and at the same time they are the most energy- and resources-intensive. But as for the number of jobs per unit of production, these branches take the last place. In the structure of “basic” industries salaries are very small component of the total costs (from 2% to 9%), in contrast to the machinery and light industry (10-20%), especially to the IT-industry and other high-tech industries (up to 85%).

Throughout the 1990’-s – 2000’s in Ukraine it was observed the increase of material-intensive branches at the expense of reduction of the share of labor-consuming branches. Thus, it was observed the growing of unemployment and increasing of energy cost of manufactured goods, along with increasing of pressure on the environment. Today in Ukraine the average energy intensity of GDP is 0,89 kg of standard fuel per 1 dollar of GDP, while the world’s average index is 0,39kg of standard fuel per 1 dollar of GDP. It means, that our economy is more than in twice prodigal than the world’s one, and this imbalance continues to grow.

Obviously, that extremely low rates of environmental taxes and payment for the resources’ use, promote the super-profits of “basic” industries and deep the deformation of the production’s structure, which was created in 1990-ies. At the same time the excessive taxation of wages reduces the competitive ability and hinders to development of labor-consuming industries.

Thus, eco-tax reform in Ukrainian conditions can become not only an instrument for solving of variety of environmental problems, but also facilitate the reorganization of the national economy by reducing the tax burden on labor-intensive branches of industry through the taxation of material-intensive and energy-intensive industries.

There is a question: whether our budget will fail in the “pit” for as long as labor-intensive branches have not time to develop enough yet, and basic economic branches will appear under the strengthened tax pressure? Out of this situation is to carry the eco-tax reform in stages. Taxation of the stream of resources should rise gradually each year for 10 years, but all marginal tax rates should be announced in advance. So, the enterprises of basic economic branches will have time for adaptation to new conditions, having the prevention of the future increase of expenses. Proportionally to eco-taxes’ increasing, the rates of deductions from payment fund and citizens’ income should go down annually.

Another mechanism for softening of the transition to the new taxation – returning to the enterprises of a part of paid eco-taxes in the form of state grants for implementation of energy- and resources- saving technologies. No less serious problem for Ukraine, than the reorganization of production, is population aging. One of the consequences of aging is reduction of able-bodied population, as a result – reduction of filling of a Pension fund. This is an objective problem and to solve it within existing solidary system of pensions’ provision, which is based on social payments from a Wages fund, will become increasingly difficult.

Meanwhile, the consumption of resources, especially energy, will always be significant. Taxation of this stream of resources with sending of received income to the Pension fund, would provide the pension system with a reliable source of income, independent of demographics, yet would significantly reduce the payments to the Pension fund from the Wages fund, which are excessive and brake new job creation.

Finally, another feature of eco-taxes – their transparency- has special importance in Ukraine. Consumption of resources can be easily controlled by simple devices, therefore it will be much harder to avoid eco-taxes, than to avoid income taxation. In the country, where “shadow” economy, by some estimates, is comparable in scale with the “official” and where there is a whole industry of tax evasion, opportunity to ensure you receiving of eco-tax (along with the ability to accurately forecast revenue from this source) can be a powerful argument for eco-tax reform, especially at the time, when issue of national budget filling is very serious.

THE NEW TAX CODE

Among the positive innovations of the new draft code is introduction of tax on carbon dioxide emissions. Carbon tax has already been tested in many countries, and found its effectiveness as a powerful incentive to reduce emissions, i.e. as a tool to struggle with climate change. Also, this tax in all countries, where it was implemented, proved itself like a serious source of state budget, because CO2 is accompanied by burning of any fuel. Money, obtained from the carbon tax, allowed to reduce the rate of pension contributions in some EU countries. In Ukrainian conditions decrease of rates in pension gathering is very actual (topical).

However, a simple calculation shows that at this rate the state receives for “carbon” 60-70 million USD per year, i.e. not more than 0,01-0,02% of GDP. At this scale it is difficult to talk about regulatory or catalytic role of the said tax.

In industrialized nations they consider that carbon tax rate of 40 dollars per ton of CO2 is reasonable. However, the introduction of such a significant rate at once would be a shock to many industries, that’s why it’s planned to raise the rates of carbon tax in phases by 2030.

The calculations of Professional Council on Productive forces of Ukraine (Veklych O.O., Maslyukivska A. P.) convincingly argue that under our conditions the carbon tax is more or less effective only at the initial tax rate of 1 USD per ton of CO2 in 2011, with annual rising of the rate by 90% in 2012-2020 and further growth of 5 % annually during 2020-2030. With such a tax rate carbon tax will be 0,7-0,8 % of GDP in 2011, in 2015 – up to 2% of GDP, in 2020 – from 7 to 14% of GDP, in 2030 – up to 18% of GDP. Mentioned figures strictly convince, that the carbon tax in Ukraine can become a source of state budget (including pension funds) and an important lever of influence on production towards the implementation of clean technologies. However – not at those rates, which are in the draft Code.

As to other climatic agents, such as sulfur oxides, new Code does not provide their taxation, as taxation is not provided for water consumption, the consumption of all fossil fuel, electric power consumption.

WITH WHAT TO BEGIN?

Nevertheless, the adoption of new Tax Code is the right time for implementation in Ukraine at least of some elements of eco-tax reform. The first step would be to increase rates of carbon tax for the above mechanism (from 1 USD in 2011 with annual rate increase by 90% by 2020 and then by 5% in 2020-2030).

Similarly, it is necessary to raise significantly taxation rates on emissions of harmful substances and waste disposal. As well as with the carbon tax, already now it is necessary to provide rates about 5 times higher than suggested in the bill, and to predict a further annual increase of these rates by 50%.Then these taxes will become a real impetus for the introduction of clean production.

It is necessary to complete the list of “eco-taxes” with taxes on consumption of water, electricity and all fossil fuels. These taxes are applied on a progressive scale, and also should grow annually over the next 10 years.

Finally, it is necessary to provide annual reduction of the taxation of enterprises’ profit, personal income and added value proportionally to the increasing of “eco-taxes”.

We go to the European Union of tomorrow’s day, but not yesterday’s day. We need to catch up with European neighbors have already done, and to predict our way to that Europe, which will be in 2020-2030. Eco-tax reform is such a way, and we can start it today, in the process of completing of the draft Tax Code.

State election law reflects the overall level of democracy. Unfortunately, the draft new Law on elections, prepared by a working group headed by the Minister of Justice, does not bring the highest democraticy standards to Ukraine.

Restoration of mixed electoral system will not be the best alternative for today’s state of affairs: the newly elected parliament will still lack responsibility for the decisions that it had made. The flaws of this system clearly revealed themselves during the parliamentary cadences 1998-2002 and 2002-2006 years, in fact, that had led to its abandonment.

Local citizents will still not be able to contact or influence the deputies that they had elected, thus the Law do not provide them with such tools. Local elections do not deffinately mean that the will of one hundred and fifty thousand (!) voters had been taken into accout on the highest national level. The most successful it can be done be introducing the so-called “open lists” provided the proportional electoral system.

The new law also does not reflect the urgent need to introduce mechanisms of individual responsibility to voters, including effective mechanism to recall.

Intend to raise the election barrier does not correlate with the principles of democracy either. Increasing the barrier means redistribution of voters share cast for parties in favor of party-winners. Solving this problem might be limitation to increase the barrier or even reject it.

The existence of cash collateral for the right to participate in elections is the actual installation unacceptad in a democratic society. Its size today is unsustainable burden for the vast majority of political parties in Ukraine, and in conjunction with the provisions of the draft Law, which deprive political parties of the right to block the formation and campaigning partly at state expense, even the act of transforming people’s will to win oligarchs.

Priority formation of district election commissions parties that have formed factions at the first session of the Verkhovna Rada of the current convocation, also does not meet the democratic principle of equality.

These and other critical evaluation, expressed as different political forces and independent experts, not taken into account by the working group. Meanwhile, changing the electoral law is not a narrow issue and should be carried out in a constant open dialogue with civil society.

Green Party of Ukraine requires lawmakers to take into account all critical assessments and not to vote for innovations that do not meet either national interests, nor the practice of European democracies.

Just imagine: a massive asteroid approaches our planet. The scientists from all over the world say that there is a 10 percent possibility that this asteroid collides with the Earth in ten years’ time. The aftermath is evident: the global catastrophe. The government of your country keeps telling you to calm down, reminding you that there is still a 90 percent possibility that this would not happen. But if? What are your actions in this situation? Will you relax and do nothing or will you demand that the government should do their best to prevent this possible collision?

This is both fantastic and probable scenario which is described at the beginning of the superb book by Professor Scott Barrette about the problems facing global community. In such a situation everyone in the world would search the way out without a moment’s hesitation. The governments of all countries would invest a lot of money to find a solution and to escape the global catastrophe by changing the trajectory of this asteroid.

On the one hand, it is not correct to draw here analogy with the climate change on our planet. The possible global catastrophe is a distant threat to us. On the other hand, it would be appropriate to compare climate change consequences with the threat posed by a great number of faraway asteroids that could possibly hit our planet in the distant future as well as some middle-sized asteroids that could strike poor countries of low latitudes sooner and the probability of such a collision would be higher in this case than in the case when one massive asteroid hit our planet wiping out every living creature.

According to the final report of the UN Intergovernmental Group on climate change and its consequences, the changes in the Earth’s climate are nowadays a scientifically proven fact of life. The research work is still being conducted, but we have a lot of data to assert that there are long-term risks awaiting us in the future. These are as follows: the icebergs of Greenland and Western Antarctica will melt down, the biodiversity will decline, and the Gulf Stream will change its direction. These changes can cause climatic disturbances and will pose a great threat to humanity.

If there is a 2-3 degree Celsius rise of the average temperature on our planet as compared with the current climatic conditions, we will witness the following: the number of people dying of starvation will increase up to 600 million in the regions to the southward of the Sahara desert in Africa; more than 300 million people will be homeless as a result of floods in the impoverished regions; still 400 million people will suffer from diseases like malaria, meningitis and dengue fever. In other words, the failure to act promptly in such a situation will lead to the gravest consequences for the mankind in the impoverished regions and this would undermine the plans to combat poverty.

It is the poorest countries that will suffer from climate change and will be burdened with the consequences, although their contribution to emission of greenhouse gases into the atmosphere has been insignificant. There is also an ethic problem which arouses in connection with climatic disturbances: rich countries have posed a real threat to vulnerable people in poor countries all over the world.

Solving environmental problems requires joint actions of all the countries, but from the political point of view it is reasonable and advisable that rich countries play a pivotal role in combating climate change consequences and start to act first. Just ponder over the following fact: if every person used the same amount of fossil fuels and exhausted the gases after burning them as an average person in Canada or the USA, it would take nine up planets to absorb the amount of exhausted gases. But we have only our planet at our disposal.

Rich countries have enough finances and technologies to start reducing levels of pollution in the near future. The report on the progress in the world says that the fines for emission should be the key policy strategy. We should promptly encourage people to use alternative sources of energy by means of incentives. We need to raise a lot of funds to foster economic growth and to secure employment for our children in the years to come. It is important to see to it that we conserve our nature by contributing large amounts of money into ecologically-friendly technologies. Even when taking effective and preventative measures today, the population of the bigger part of Africa, of many small island states and in the deltas of main Asian rivers will inevitably face serious consequences because of emissions of greenhouse gases in the past. By working on finding new sources of energy as well as other ways of dealing with the climate change, we must help the aggrieved population without any delay to cope with those changes that cannot be avoided.

It is not enough to just have a desire to act in such a situation: besides, we should have other types of perception, new insight and understanding… In this connection, we must understand our life better, and to begin with, we should deal with such issues as “sense of life” and our purpose of existence, also we should think over the ways of achieving goals in our life.

Witnessing the symptoms of spiritual crisis as well as the collapse of human values in the modern world, a disregard of our planet’s needs, and loneliness of some people in the world, there has appeared a necessity of cooperation of human beings, nature and the divine powers.

And mankind has appeared to do something in order to establish harmony in the solar system and on our planet particularly. Dealing with the problem depends on the way we choose to live our lives and die… A human being is born into the world not just to pursue their selfish goals, they all have some obligations, and people realize their potential, they express themselves. This is the so-called transformation of a man.

In 1971 there was founded The International Academy of Continuous Education at Sherborne, in England, where people from all world have gathered to learn about different transformation techniques and to apply them in their lives. Besides, shortly before his death in 1974, Bennett, the founder, bought Claymont Kurt in Western Virginia. There they began the experimental work of a community based on the methods of internal work.

In a sense, it is possible to say, that there is nothing more important to us than understanding these kinds of energies, as our destiny depends on our ability to properly deal with the energies available. For the sake of justice, it should be noted, that we can deal with these kinds of energies properly, if we behave correctly, without realizing the essence of our deeds. It does just the same as the cook can prepare fine food, not understand the laws of biochemistry and digestion physiology. However, unfortunately, the principles of a proper behaviour are neither clear enough, nor obvious enough to provide confidence in their applicability under any circumstances.

Moreover, the situations to which general rules are not applicable are far from being trivial. In some important cases, circumstances are unique and something unforeseen happens and you cannot be prepared for these cases. In this connection to make correct decisions in such situations, it is necessary to understand the essence of the events that occur. In practice it very often means, that we should differone type of energy from another.

Besides, while use these kinds of energies there are many technical peculiarities. We know it from our everyday experience for example, nuclear energy, or electricity, heat and motions. We do not rely exclusively on our natural inborn abilities while driving a car, and we do not try to build a power station, not having knowledge in the field of electro-engineering.

Vital energy comes to us from different directions, and our existence depends on its proper use. Even usual satisfaction from our life depends on the energytransformations. At the same time, regulation of these transformations is a technical matter. When the process is broken, we fall ill and we send for the doctor, however, we should understand that the correct use of the energy flows is not limited simply to prevention of diseases. Ability to work and enjoy your life directly depends on availability of the necessary energies in the given place and we know little about the techniques how to do it properly.

Our soul’s well-being, in a psychological sense, depends on the energies of a different kind, nevertheless the energy, as well as its use and control, first of all, is based on various techniques. Misuse of mental energies is the reason for practically all the emotional and mental sufferings to which the mankind is subjected. It is obvious to everyone, if dealing with the sexual energy, but it is more important in case of mental and feeling energies. The science of psychology has yet to understand the essence of the mental energy and it is a long way to get an insight into this type of energy.

So, different kinds of energies play their part in transformation of an individual. In this connection, people are sometimes called «spacecraft for transformation of energies”. Individual’s life and improvement as well as their actual existence under the sun and even a chance to live much fuller and loftier life depend on the energy transformations. It is possible to divide these transformations into three categories. Firstly, there are transformations which should be under control of the individual. Secondly, there are such transformations which are connected with interaction or submission, but the person can neither initiate them, nor operate their progress. Thirdly, there are transformations beyond human’s understanding and, thus, they are beyond our control.

These three types of transformations correspond to the three basic elements of spiritual human life. The first element is the understanding and «work with one’s self». The second type is associated with submission. The nature of this kind of transformation requires on the part of the person a full humility and submission, without any initiatives. In the third case, it is possible to correctly call this transformation “supernatural». Its sacramentalityconsists in the fact that the person can participate in actions only outwardly, not realising its genuine character. It concerns a religious life, but also here we face transformation of the energy. Without any doubts, Christian Sacraments are directly connected with transformation of energies on a supernatural level, and, it concerns all the Sacraments, from the Christening and Eucharist oblation to the Last Anointing.

Hence, if each aspect of our life includes transformations of energies, it will be reasonable to try and understand the nature of such energies better. At that, obviously it is not enough to deal with only theoretical reasoning, as the energies around us are, first and foremost, used for practical purposes. It both concerns mental and spiritual energies as well as physical and vital ones.

However, while studying mankind’s life as we know it from the historic point of view, it is necessary to acknowledge that the mankind moves in a circle. In one century, for instance, it destroys everything that has been created in the previous one; and the progress in the field of mechanics for the last century has been achieved at the expense of many other things, even much more important things in our life. Generally speaking, there are grounds to suggest, that the mankind remains in stagnation, and from here there is a direct road to collapse and degeneration. Stagnation means equilibrium. If some substance with its properties appears now, then other objects with the counter properties appear. If there is more knowledge in one sphere of life, then in the other we will notice more ignorance; refinement in one sphere is countered by vulgarity in another sphere; freedom in one area generates slavery in the other; disappearance of one superstition accompanies occurrence in the others, and so on.

Certainly, there are many people who believe, that the mankind follows the wrong track, in their opinion. And then they come up with different theories which, in their opinion, should change the life of the mankind. One thinks out a theory, another person immediately comes up with the opposite one: and they both wait for everyone to believe them. So many people really trust the former or the latter theory. And the life, naturally, goes on, however people do not cease to believe a number of theories, convinced, that it is possible to do something. Intellectual theories put the human being in the centre of the universe, the Sun, and stars, and the Moon, and the Earth are given for the Man. According to these theories, the Man is capable of radical changing all his life, if he wishes to do so. Thus, it is possible to organise your life on the rational beginnings.

All the time there arise new and new theories causing some contrary ones to appear. All these theories and their struggle, undoubtedly, are also one of those forces which keep mankind in its present situation. Besides, the theories of general welfare and universal equality nowadays are not only impracticable, but also fatal. Everything in our world has its aim and task: sufferings of people, and their inequality. By eliminating inequality we would thwart the possibility of our evolution process; by dealing with people’s sufferings we would destroy a set of perceptions for which there is a person, secondly, there would be no impetus for us, i.e. the force which can change our life and the order of things.At present we witness the new era of opportunities in terms of energy use. You have to study how to cope with the evolution energy. The energy comes to our planet so that the human being’s development corresponded to the cosmic periods. It brings along constructive principle, i.e. the basis of the Universe.

The process of the evolution which is possible for the mankind as a whole is absolutely similar to the process of evolution for an individual person. It also begins in the same way, namely: some group of cells gradually becomes conscious, and then catches other cells, subordinates them and little by little forces the organism to serve the purposes, instead of simply having a meal, drink and dream. Here it also is the process of evolution. In the case of mankind, as well as in the life of a person, everything starts with the formation of a conscious centre.

It is important for us to establish only signs of the beginning and the process of evolution. And if we take into account the full analogy between mankind and an individual person, it will be easy for us to solve, whether the mankind evolves or degrades.

Everything said above concerns the mankind as a whole. But as I have mentioned earlier, mankind’s evolution can occur only due to evolution of some small group which will be at the head of the other part of mankind and will influence it.

Is it possible to say if such a group exists in reality? Perhaps, yes, according to some signs: but at present we must acknowledge that it is a very small group, incapable of subordinating the other part of mankind. Or, from a different point of view, it is possible to say that the mankind is at the stage when people cannot accept the management on the part of this conscious group.

Imagine that among a sleeping crowd two or three persons are awake. Certainly, they can seeeach other. And those who sleep cannot see them. How many of them? We do not know and we cannot say, until we join them. It has been clearly pointed out earlier, that each person sees the world according to his inner insight, existence. However, two hundred conscious people if they have found it necessary and lawful could change the life on our planet dramatically. Why aren’t they active? There are some points to be considered: there are not enough people on our planet to be in this category, or they do not want it, or time for this purpose has not come yet. Or maybe other people’s sleep is too deep.

Many centuries were to have passed before that very evolutionary jump in the consciousness of a human being has become possible. We start to know more; technical progress has reached improbable heights.

Now we witness quite different, amazing times of energy use potential for every human being on our planet. You have to learn how to use the evolution energy. This energy will flow to our planet for human being’s development, i. e. for us to adjust ourselves to the space time. This energy brings along the bases for the constructive development of a man, being a prerequisite for the evolution process.

Space terms of transformation of our planet put us on a tight timetable. We have little time, and we feel its transience. Therefore our Mother Nature both «caresses» us by giving us some creative energy, and «punishes» us by cataclysms and wars.

The situation all over the world is the gravest one: we can see the power imbalance. The elements of nature are unfolding: unpredictable flooding, sudden snowfalls, ship-wrecks, strange fires, cruelty of people, active maniacs, incurable illnesses etc. are all display of our rejection of the evolutionary energy. To avert this process, it is necessary to be engaged immediately in transformation of the negative energy and the already received positive one to save a planet.

Our Nature urges us to take steps: there’s little time left. Indeed, there has come a new era – an era of an enlightenment of people’s Spirit. These people long for positive changes and they are working on the expansion of consciousness. There are a lot of positive types of energy and they are in abundance for creative work of people. Our main task is as follows: we should be very cautious not to do much harm to our health; next we should reunite with a new substance of a life and avoid mass deaths of people. Major improvement in person’s energy condition will generate a new impulse for expansion of consciousness and will allow everyone to see the individual opportunities for improvement of a material aspect of your life.

There are a considerable number of «dirty» energy types. We are particularly interested in two of them: ethereal energy and biophysical energy. According to the well-established tradition, it is accepted to name the former as «positive» or «good» energy, and the latter one as «negative» or «bad» energy. Further we will use these terms to name such notions.

Negative energy is used for biological progress in a material body. Sometimes negative energy is named a «vital force» by mistake.

Speaking about the energy balance of a human being we often make use of the term «energy profile». It can be «raised», «lowered», «positive» and «negative». The terms «the raised power» and «the lowered power» mean accordingly higher and lower levels of power balance in comparison with the norm for the given kind of beings.

The soul is capable of accumulating energy and processing it into the positive one. In reality such happens rarely, in some cases and for the most part of the time our soul gets energy directly from the outer world.

The soul of a living being can transform positive energy into the negative one as well. The living beings can dump the surpluses of negative energy in their organisms by doing something (for example – by healing the wounds, and in other cases by performing physical work). The soul uses positive energy for preservation of the body’s structure; therefore there are no analogues for such operation under normal conditions. Energy transformation is the natural mechanism of restoration of the power balance, developed in the course of evolution. The soul plays a role of a regulator of a power balance: in case of a surplus of positive energy it converts it into the negative one, and in case of a surplus negative one it gives instructions to the organism to dispose of these surpluses.

The majority of living organisms possesses some property to heal the damages made to the organism from the outside, i.e. the wounds or from the inside, i.e. by illnesses. This property is called regeneration. During self-treatment some idle mechanisms become more active or working, therefore treatment requires more energy.

The thought as well as other impulses generated by electrochemical interaction is material and possesses some energy. When there are the thoughts of the wave similar and quality, they form mass ideas which are called “Egregors, astro-ideas”. These mass ideas, being similar wave, stand apart and then form the single independent organism, i.e. an egregor. Further, the person loses the autonomy and becomes the attendant of such mass idea as it contains power messages necessary for the person. Thus the symbiotic union between the person and an egregor is created. The egregor helps the person to find their place in a hierarchical chain of the same attendants of an egregor, and the person gives their energy to an egregor. Therefore, political, religious, social and professional egregors are formed. The person has to choose all the time: what egregor should they serve? What egregor should they dance attendance to?

By far it is necessary to notice the egregors which are almost incomprehensible: social, professional. People, who get under influences of a social egregor and passionately wish to have its energy, are quickly promoted on a social ladder.

The same concerns politics. A clever politician stays on a political Olympus for so long a time because he realizes: politics is not the statement of opinions, but a part of the general growth of an egregor.

People who try to express the opinion which defers from that of an egregor, as a rule are discharged from the big politics. The same occurs also on any corporate enterprise if you mismatch moods and the slogans inherent in the given place, the egregor rejects your power, and in the end you lose work.

The egregor is an independent being, where the person is only a part of its own development and energy supply.

The same concerns also the miniegregors, for example, the egregor of your friends. All your friends are flocking together, as a rule, on the basis of some values, that is they are working on a certain wave. If you cease to correspond to these interests you lose this circle of the friends, even if you try to artificially maintain your relationships. This happens because you stop replenishing the energy of the egregor you created. The smallest example of an egregor is family.

And if in a family there is no harmony, the relations are broken up. You can feel the force of an egregor,

If you do the following: enter any group formally but you should be indifferent to the core elements that unite the members of this group both emotionally and mentally. You will see for yourself how, within a short period of time, the egregor understands that you do not feed it up, and these people will cease to communicate with you.

All people as social beings aspire to form egregor organisations of different capacity. But whatever form is the egregor, it consists of one and the same elements. It is very often when people substitute their spiritual development for their engagement in an egregor, instead of developing their own mental abilities. For example, we will discuss the general structure of a religious egregor, and then it will be easy to speak and to understand other types of egregors.

First of all, the symbol of a uniting wave is a prerequisite for an egregor creation. In a Christian religion the symbol is the cross. The symbol, as a rule, is an extremely typical thing in an egregor and touches the deepest layers of the unconsciousness. Secondly, which is also very necessary, is the definite set of rules, a trajectory of hierarchical development in this egregor. In Christianity it is presented by the Bible. Then, people come into this egregor; these people are like buds on a tree who feed this egregor. The prayer is a key spirit of an egregor. Some egregors contain in their superstructures also some kind of a smell: for instance, in Orthodoxy it isthe incense.

Observation number one:

Go to a temple and feel how the force field extends during the religious service.

Observation number two: Go to the Baptists or to the Pentecostals and notice how people will aspire to include you in this egregor in different ways: by arrangements, citations, a collective prayer etc.

Observation number three: – ask your acquaintances to pray together or to send some message to a person standing away from your group. He will feel either warmth or some other kind of influence. It illustrates how strong the collective thoughts can be. You can simultaneously think also of any part of a body and then ask this person what part of the body you were thinking about. It will also show how strong the collective thoughts are especially when more than three persons think over the same things.

But remember: it is very easy for a person to resist the force of any egregor if you know that an egregor is acting upon you and not just a person.

The science about egregors can be used in a daily life. While choosing a spouse and introducing him or her in a family egregor, please take good care and check that your beloved person share both your point of view or outlook and your parent’s. Otherwise, it will be rather difficult for him to enter into your family. It happens that people are connected by other motives, and not by egregor power. These can be, for example, sexual desire, money, environmental reasons, and they try to stick together by strong-willed effort. But eventually, the egregor will show its power and if they belong to different egregors, they will part.

Before you start to work with egregors, try to define accurately what egregor you are included in. Is it necessary to strengthen inclusions and to spend energy of an egregor or, on the contrary, to get rid of it? Or to change your egregor? The person often unconsciously resorts to the help of an egregor. For example, if they have lost heart, then they come to a religious egregor or to an egregor of art, music, theatre, an opera, a platform getting positive feelings. If a person needs support, he or she usually addresses to a family egregor or an egregor of their friends. But this is the scenario for a healthy person. The depressed person, with unstable mental health spontaneously addresses to Newton, Bach, Einstein’s egregors and those of other famous personalities. Thus, the brain protects itself from destruction though the person becomes mentally sick and needs the help of doctors, the mentally disabled person acts like someone from the persons mentioned above.

Let’s consider the influence of music on the person.

Thanks to Robert Minor’s research we can state that while listening to the sounds of approximate frequency through two channels (right and left) the person feels so-called binaural palpation or binaural rhythms. For example, if one ear hears a pure tone with the frequency of 150 Hz and another one gets the tone with the frequency of 157 Hz, the hemispheres of a human brain start to work together and as a result the person hears palpation with the frequency: 157 – 150 = 7Hz, but it is not the real external sound, and a «phantom». It is born in a brain of a person only influenced by the electromagnetic waves going from two synchronously working hemispheres of a brain. The «Phantom» provides the synchronisation of hemispheres. These rhythms can improve brain functioning if you listen to the sounds of the appropriate frequency. In a human brain there are the following principal types of electric waves, to each of them corresponds the range of frequencies and a conscious condition at which it dominates:

Beta-waves – the fastest waves of 14-100 Hz. They dominate in our brain and are connected with wakefulness, concentration, knowledge.

Alpha-waves – 8-13 Hz – tranquillity and relaxation condition.

Theta-waves – 4-8 Hz. The relaxation state passes in drowsiness.

Delta-wave – less than 4 Hz – hypnote.

Hence, the higher the amplitude of fluctuations is, the more synchronised your brain hemispheres work. But do not forget, that it is possible not only to raise your I.Q., but also to lower with the help of music. So listening to monotonous techno music can lead to intelligence degradation as well as to a decrease in speed of reaction.

Music can raise or lower the amount of hormones in your blood, help to combat the stress. The music having the correct, appropriate rhythmic organisation and a bright melody improves the health. To worsen your health, it is possible if you are listening to polyrhythmic or bitonal-frequency music. Also music (and sounds) not having a strongly outlined melody can exert harmful influence on your body.

The children who study to the music remember the material to be learned better and faster, than those who do the tasks in complete silence. Probably, therefore hafizes learning surahs of the Koran repeat them in a singing voice to the divine music.

In hypothalamus there is also the so-called «pleasure centre». Numerous experiments had been carried out and proved the ability of the hypothalamus to cause the state of pleasure. The hypothalamus reacts to musical impulses in the same way as to the other types of stimuli. Due to this hypothalamus gives people pleasant sensations in those cases when the music piece corresponds to following parameters:

- It should consist of numerous periodically repeating sound elements.

- These sound periods should be synchronised altogether.

- Also, there should be constantly changing elements depending on the basic periods.

Obligatory necessary condition for these principles is the certain condition of memory of hypothalamus. Therein is a small volume of its own local memory where it places the information necessary for it. The maintenance of this memory in many respects defines the reaction of the person to the music. From the information containing there it depends whether the person receives pleasure from music piece.

Perceiving music as a special kind of biorhythms, hypothalamus stores the most correct combinations of musical cycles in the memory. The information as to what to consider correct is formed during the whole life of a human being, but its general elements are congenital. These elements include desirable synchronisation and certain parts of the sound periods.

Beneficial influence on aura is exerted by prayers and mantras. If you are the type of realistic person and you don’t want to be considered a freak sitting and singing mantras – don’t be idle and at least listen to music. Harmful energy will be neutralised by spiritual church chants and classical music. You should not forget about aromatherapy (we will return to religion topic: the incense smell possesses definite purifying and cleansing effect; it is of high frequency of power vibrations). Surprising properties of such an ordinary mineral: quartz – a small crystal expands an aura field within one and a half metres. Well, you should always carry it with you, and especially if an important meeting or conversation is going to be: in this case your aura is sure not to be interfered from the outside. Nobody will make you accept the decision which doesn’t appeal to you.

What does music teach us? Music helps us to be in harmony with the Universe: it is the magic of music and its secret to us. The music that you love adjusts you and leads you to harmony with the life.

Energy and information influence on a human being.

Absolutely two identical events which happened in different time periods will lead to absolutely various consequences. According to A. Toffler, the first raw spot which is affected by acceleration is our daily life. Unlike the previous generations, the type of a modern person thanks to means of mass communication has been plunged into the sea of information mess.

In his time, the Soviet scientist E. N. Sokolov put forward the idea that the brain of the person forms the so-called orientation reply to any new or unfamiliar stimulus. He believed that nerve cells of a brain store the information on intensity, duration, quality and sequence of incoming stimuli. If the stimulus is new to a human being or it does not match the present models in the brain, then the orientation reply is given. What is it? Here’s an explanation. By overloading the world with innovations, you receive an equivalent of the excited neurotic – the person possessing system, in which the adrenaline is constantly added, the heart is busy pumping lots of blood with a great amount of adrenalin, there is supertension of muscular tonus and nervous tremour. Here are the basic characteristic signs of an orientation reply. In this case our idea of reality is deformed, the person feels confused and is on the edge between illusion and a real life.

Everything that he can do in such a state is beyond any logical explanation of behavioural patterns; the person cannot simply control his or her emotions any more. All the main systems work unsparingly and eventually the organism will break down. It is called a human factor afterwards. Imagine that you are in a youth club atmosphere. Music and bright rhythmic colours, special laser effects, deafening decibels, mosaic screens, shouts, groans, painted bodies … All this arsenal of a psychodelic kaleidoscope creates chaotic touch overstimulation all the time, or, in other words, an information overload, with unpredictable consequences.

On the other hand, monotonous singing of mantras leads to the same consequences. But in this case (in the absence of any external stimulation) the person falls into the world hallucinatory effects. It can be concluded that both overstimulation and absence of normal stimulation of sensory systems extremely negatively affects the health of the person. But the people experiencing the information overload, or those people to whom a considerable number of various events in a short time happened, are more susceptible to serious diseases.

Belief phenomenon

Everybody believes in something. The person without belief cannot exist. Ancient Chinese said that if you go to a doctor and do not trust him, even the most skilful one can hardly help you, and consequently if you wish to recover, you should not just simply trust the doctor you address, but you should trust him devoutly.

By the thought combined with deep belief, the person can influence the functioning of the internal organs of their bodies, and some scientists believe that this influence can occur even on a cellular level. Here is the explanation of wonderful healings of believing optimists. It was not without reason that there is such a saying in the text of the Holy Scriptures: Because of your faith, it will happen. The most surprising in this phenomenon is that not knowing, what the concept “BELIEF” really is, we continually face its consequences. And, unfortunately, these consequences are not always the positive ones. Millions of people once believed that all of them will be instantly cured by this or that healer. All people gathered on the stadiums or watched TV programmes with extrasensory individual. Everybody heeded the speeches of the healers and charged everything. Ideally, everybody in the country should become absolutely healthy in the shortest term, but anything similar has not occurred – those who were ill, did not recover. It is possible to say, of course, that people did not trust fully but, probably, it is not that simple. The effect “placebo” is known for a long time. Doctor Koch treated the sick of tuberculosis giving them simply some crystal clear water, but he assured his patients that this was a new powerful medicine which would cure them of this disease. And it is true that in some cases he achieved remarkable results, even full recovery of his patients. We can cite a lot more of the similar examples.

In the early fifties of the last century in America there was an experiment in which not volunteers participated but the people who for committing grave crimes were sentenced to an electric chair capital punishment. They were told that only those who survive after the experiment would be pardoned and released. The experience was as follows: they all were sent to an enclosed premise where, according to organizers of the experiment, lived and died the people with bubonic plague. The participants of this horrible experiment should dress in their clothes; have food from the plates etc. Only those who would survive and stay healthy were promised to pardon. They were told a lot about this disease, they were shown the signs of it. And everybody believed the things that had not happened.

It was only a simulation. Actually it was absolutely clean premise and sick people never lived there. After a while all participants had signs of this terrible disease, but it did not surprise the doctors, and that laboratory analyses confirmed this terrible diagnosis. Physicians were in perplexity, it could not happen out of the blue. It was absolutely not clear, how such things could occur – only by hypnosis you could not cause the disease. Then, what was the reason? After a while some people recovered; and analyses confirmed it, and for others it all ended tragically. Only in some years the presumable answer has been found. In a human body and in the bodies of animals some viruses and bacteria co-exist, but for the time being they are in an inactive form. In order to make them active, the command or some reason is needed. In this case the belief made the people think that all of them would be ill with this kind of the disease became such a command was given to the organism so that only this form of the disease would be active. There was still one question: why did some of them survive? Take into account the fact that, at first, everybody was diagnosed to be infected by this disease. And, once again I will repeat, that this diagnosis was made on the basis of laboratory researches, and not by external signs. This question remained without the answer.

Let’s describe some properties of an egregor of the Earth which can be seen.

The Egregor system of the planet is generated in inaccessible areas for any of reasonable beings of ours and other Big Universes. There cells of living organisms of an egregor of a planet are being born, and also all the energy communications with a planet’s body are grown. This egregor complex is under construction from the moment of appearing of the first reasonable being on the planet. It is invariable in its structure except for the units being added to it all the time: living and reasonable organisms. Each of the organisms brings some potential in the egregor development.

The most essential contribution is given by those reasonable organisms which bring the greatest contribution to the planet and Civilization development. Thus the physical person becomes a powerful particle of an egregor in following cases:

- they should develop an information field of an egregor and have thus harmony of interaction with its structures. Therefore, before they become its reasonable cell, time inclusion of consciousness is made in the egregor structure at which ability of the person to harmony will be checked up;

- to finally merge with a planet egregor the permission of higher spheres is given according to the received results of interaction of consciousness of the person, as sections in a living organism of an egregor is given.

The Earth not only supports the organism in an active vitality, but also, if necessary, can help those positive processes which are entirely directed to maintain the ecological balance on the planet. The Earth is not only reasonable in this sense, but also has levers of physical influence which we can see in various nature displays: earthquakes, hurricanes, tornadoes etc. These mechanisms of management are formed in an astral body of an egregor at the expense of planetary Reason through the energy connectors with a planet’s body. Such reaction of a planet is noticed also by some scientists although the majority of them do not see these interrelations. Our task is to give an impetus to knowledge. According to reaction we can simulate the future of each of them and find algorithm of a way-out of the impasse.

According to Professor Vladislav Lugovenko, the Earth is in literal sense alive: it breathes, feels, empathizes. To prove this theory Lugovenko undertakes to prove this by means of instrument research.

In 1949 three scientists – Fermis, Paste and Ulam – investigated the so-called nonlinear systems which under certain circumstances behaved strangely: they remembered conditions of the excitation, and then stored this information as much as long. A classical example – a molecule of DNA which stores the genetic information of animal and vegetative cells. Then for the first time there arose a question: how can the unreasonable molecule which has neither the brain, nor nervous system, possess the property of memory which is the most superior, even better than the most perfect computer possesses?

The mankind already does not have any choice. If not to try to change the situation on our planet for the better, it could be late. Though the forecasts about Doomsday still have never come true, actually each of them has some grounds. Within last two years together with colleagues from research centres of the USA and India some interesting experiments have been carried out on the influence of our thoughts on planet «state». For this purpose people of good will gathered together in various cities of the world (including Moscow) and tried to direct the thoughts to a certain point of space. In one of the recent experiments about sixty thousand people participated. The obligatory conditions of the experiment were positivity and creativity of these thoughts that they create and some measurements were taken with the help of accurate tools. Bagdad was chosen as the aim of thoughts where those days there was a war waging.

During the experiment and after it within two days fights in the city stopped, the criminality level was sharply reduced. It is interesting, that during the experiment one of gauges – the pendulum – started to move and continued its movement within two hours, meanwhile there was a registration. It registered a powerful stream of the positive biological energy transformed into the electromagnetic one. I think, this experiment has confirmed materiality of our thoughts and feelings, their ability to resist the harm and violence. Then the dark, destructive forces overcame, and bloodshed in Iraq renewed. It is not surprising: harm is frequently more active, than kindness and positivity. However, if all people on the Earth started to pray and to sincerely wish the peace in the world to come, it is true that the situation on our planet would change for the better.

Creation of a certain program on rescue of Our Planet and mankind taking into account all of the said above could be materially more profitable and more productive than the implementation of expensive programs on development of nonconventional energy sources.

Besides it is already proven that spiritual and metaphysical energy possess huge power.

Let’s make it that April 7th is declared as the Day of classical music, positive thinking and emotions and to shoot a series of films, music programs and carry out charitable campaigns which will be everywhere, simultaneously in different cities and countries.

Theoretically, such actions will be financially more affordable even to the poor countries.

Here it is possible to attract every possible advertising campaign, promotion, probably, even to earn money.

It is necessary to gather and cooperate! United we stand!

The larger the group of positively-thinking people isand the more active they work then the more realistic and more obvious the success of our joint undertaking is.

A federal district court has dismissed a class action lawsuit filed by Henry Gifford, owner of New York-based Gifford Fuel Savings Inc., and others who claimed that the U.S. Green Building Council made false claims to consumers.

In an Aug. 17 ruling, the U.S. District Court for the Southern District of New York said that Gifford and the other plaintiffs lacked the legal standing to sue because they do not compete with the USGBC. As a result, the court did not address the broader question of the credibility of the organization’s claims about the energy efficiency of buildings it certifies under the Leadership in Energy and Environmental Design (LEED) program.

In the lawsuit, Gifford and others alleged that a 2008 study conducted for the USGBC by Vancouver-based New Buildings Institute maintained that new buildings certified under LEED are, on average, performing 25% to 30% better than non-LEED buildings in terms of energy use. The suit claimed the study was flawed and that the findings equated to “false advertising.”

Lawrence Weinstein, partner with New York-based law firm Proskauer Rose, who represented the USGBC in the case, says, “USGBC believes very strongly that they never said anything to the public that was in any way untrue or misleading.”

But Gifford, who says he is “disappointed” in the decision, maintains that LEED-certified buildings aren’t any more efficient than ordinary buildings. He adds that his business, as well as other businesses that do not participate in the LEED program, have suffered negative consequences because of competition from LEED-accredited professionals. He adds that he will continue to discuss with others potential legal action “involving plaintiffs the court might view as more direct competitors.”

Weinstein says Gifford and others have a constitutional right to criticize the USGBC, “but the fact that an [organization] like the USGBC has critics doesn’t mean there’s a lawsuit there. There was no lawsuit there, in our view, either by Mr. Gifford or the other plaintiffs or anybody else.”
